Heather Needelman, Esq.

Ms. Needelman’s expertise encompasses civil and commercial litigation, municipal law, construction litigation, and personal injury. She has extensive experience representing cities and municipalities across South Florida, providing legal counsel to city commissioners, administrators, police departments, code enforcement agencies, and advisory boards. Her work includes drafting ordinances, prosecuting code enforcement, and lien foreclosure actions, and securing risk protection orders. She has also litigated cases involving firearm and animal safety to safeguard the well-being of municipal residents.

A skilled trial attorney, Ms. Needelman has secured favorable verdicts, including a successful judgment for a corporate client facing fraud and forgery claims. She has represented both public and private entities in appellate matters before Florida’s Circuit Courts, the Fourth District Court of Appeal, and the Eleventh Circuit Court of Appeals.

Before joining Rader Law Group, Ms. Needelman served as a Policy and Legislative Advisor to a Miami-Dade County Commissioner, where she drafted and analyzed legislation, contributed to multi-million-dollar public-private initiatives, and provided counsel on key policy issues, including medical marijuana regulation and the construction of the new civil courthouse.

She began her legal career as a prosecutor at the Miami-Dade State Attorney’s Office, handling jury and non-jury trials for offenses ranging from DUI to battery of law enforcement officers. Ms. Needelman also practiced immigration law, successfully representing clients in asylum, deportation defense, and naturalization matters, and led a project to secure residency for over 200 Native Americans under federal law.

Admitted to practice in all Florida state courts, as well as the U.S. District Courts for the Southern and Middle Districts of Florida and the U.S. Court of Appeals for the Eleventh Circuit, Ms. Needelman earned her J.D. from the University of Florida Levin College of Law. She graduated cum laude from the University of Connecticut with degrees in Political Science and Human Rights.
